Rector has a bachelor’s degree from Concord University and a master’s degree in Occupational Health and Safety from Marshall University.

With 30 years in the mining industry, Rector held positions in production, safety, and training. He is a Certified Mine Foreman, Certified Underground Miner, Certified Surface Miner, and is certified by MSHA and the W.Va. Department of Miner’s Health and Safety as an instructor for surface and underground mining.
